Which model(s) of Apple Watch have fall detection? Do they have to have cellular to call 911? Thanks

Fall Detection is present on the Apple Watch 4 & 5. For it to call 9-1-1, either the paired iPhone has to be nearby, or the device has to be connected to wi-fi if your carrier supports wi-fi calling, or the device has to be cellular and cellular active.
