iCloud backup doesn’t include information already stored in iCloud, like Contacts, Calendars, Bookmarks, Mail, Notes, Voice Memos, shared photos, iCloud Photos*, Health data, call history, and files you store in iCloud Drive.
*-If you had turned on iCloud Photos, your content is automatically stored in iCloud.
If the phone still works, try to connect it to a computer and perform a backup with iTunes, or try to export the pictures using your File Explorer. If it's requiring a passcode, before you can access your phone, you are out of luck, since you cannot enter that, because of the broken screen.
