Recovering Photos

I have lost my phone, but want to recover the photos from the phone to put onto my new phone. I don't think the photos were backed up into the cloud. Is there any way I can get them back?

iPhone 8, iOS 13

If you had this set up, Set up and use iCloud Photos - Apple Support you maybe in luck, otherwise you're out of luck since you didn't back up.
