My IOS software update to Catalina Times out
My Mac book pro model is (Retina, 10-inch, Mid 2015)
16G Memory, Operating system Mojave 10.14.6. The software update tells me Catalina 10.15.2 is available but the download times out.

Looking at the log you may create a new user on the Mac and try the update with that user. Just guessing here.
As suggested in other discussions, you can try the update in Safe Mode.

I can say the server has had some recent issues: https://www.apple.com/support/systemstatus/
I would simply try again later.
I was able to download this file macOSUpdCombo10.15.2.dmg but it says it needs 10.15 when i try to open the file. Is there a URL where i can download 10.15? I have been timing out for months now.

You have to update from Software Updates or the Mac App Store.
Time out occur for many reasons. Try to connect through Ethernet directly on the router if you can.
Sometime there are issues in certains regions only or your ISP is throttling that kind of traffic.
Also log off from the Mac App Store and login again.

I signed out of the App store and now directly plugged into my router.
It says timed out, an error occurred.
