I can’t find Apple Pay on my watch in my iPhone

I can’t find apple pay on my watch in my iphone. I even gone into the wallet in my iphone and tried to add a card into it, and it says “could not set up apple pay”, although I already do have cards in there. But the watch app doesn’t shows my cards. Why is that? How can I fix it?
