Are you in the process of factory restoring your iPhone or reinstalling iOS, or did you see this screen out of nowhere? You may need to run through the steps in the "If your device turns on but gets stuck during start up" section of If your iPhone, iPad, or iPod touch won't turn on or is frozen to get this solved. That will require a computer and attempt to reinstall iOS on your iPhone.
If you weren't in the process of completing either of those items and the screen randomly appeared, you may need to force restart your iPhone.
