turn off camera shutter iPhone

I cannot mute my camera sound on the iphone even though I switched the silent button to silent. How can I fix this?

There are many countries where putting camera shutters to silent is illegal

Hence if you have bought an iPhone from any of these countries, you cannot put it off.
