My iPhone XR (13.3) is not uploading more than 35 photos to iCloud. My Internet connection is fine, I can browse the Internet with no trouble, my speed test is clean, I have 49 GB of space left in iCloud. I also cannot import more than a few photos at a time to my Windows PC. Any ideas?

Try Settings/Your Name/iCloud and slide off Photos syncing. Wait a few minutes and then slide syncing on. Allow time for syncing to occur.
Last resort - have you tried signing out of iCloud and then sign back in?
