Not sure what exactly you want to do, but:

You can purchase in the French Online store to ship to an address within France if you are in the U.S.

You can purchase in the U.S store to ship to a U.S address if you are in France.

You cannot purchase in the U.S store to ship to France.

The USA Apple Store does not ship outside of the USA. It also requires payment in US dollars.

True, but it does accept credit cards from a limited amount of foreign countries for payment in the U.S. store. It charges in U.S dollars and leaves the exchange rate calculation to the card issuer or bank.

If you are paying for your order with an international Visa, MasterCard, American Express, or UnionPay credit card, please note that the purchase price may fluctuate with exchange rates. In addition, your bank or credit card issuer may also charge you foreign conversion charges and fees, which may also increase the overall cost of your purchase.
Please contact your bank or credit card issuer regarding these fees.
