Can i update my Ipad mini 4 to iOS 10 or iOS 11 ???

An iPad mini4 should be upgradable to iPadOS13.x

However, as your signature implies that you have an iPad mini (a 32-bit device) with iOS9, this very old device will max-out at iOS 9.3.5; no update beyond this will be possible.

It can be unadapted to iPad OS 13.3.

If its really an iPad Mini 4, then it can be updated to iOS 13 directly only at this point. No intermediate versions.

What is its model number in Settings->General->About->Model?
