Have iPhoneSE, originally with iOS 10.?, and no backup. Tried to update with iTunes but iTunes had itself updated itself to iOS 13 and now iPhone is dead, just an Apple appears. How do I roll back iTunes so that I can reinstall iOS 10?

Well, here's where the problem got started. I had the Microsoft email app Outlook and suddenly it refused to let me log in. I read somewhere that Outlook was only supported under iOS 13 and I thought maybe Outlook had done an update to itself and now I needed to upgrade the iPhone to iOS 13 to get Outlook to work so I did an OTA update(dumb) before making a backup onto iTunes(stupid). Then the update didn't work and when I went to iTunes to restore it to iOS 10 iTunes had updated itself so that it only updated to iOS 13. I did the Intenet download and update to iOS 13 and the SE still didn't work. It just shows the Apple on the screen. It doesn't respond to any other button push to do the normal startup and login. That's why I was asking if there is a way to get iTunes rolled back so it will try to do an iOS 10 fresh install.
That's exactly what I did by holding down the power and the screen refresh(?) buttons down for about 15 seconds until it went into recovery mode and then used iTunes to download all 3+ GB of iOS 13. Same result as the OTA upgrade.
It is no longer possible to install iOS 10 on that device.
You can only install the current version. 13.3 as of this writing.
How can that be when the device came with iOS 10? iOS 13 does not work on the iPhone SE that I have.
iOS 10 is no longer signed by Apple.
iOS 13.3 works just fine on the iPhone SE.
No longer signed by Apple? Well, my seldom used SE reacts very badly to iOS13. Basically dead. Maybe 32GB isn't enough memory.
Maybe you just need to troubleshoot it.
What have you tried so far?
Start by restoring iOS using iTunes.
You need to force it into recovery mode and restore iOS using iTunes. You can ONLY install iOS 13.3.
