Rollback iTunes to iOS 10

Have iPhoneSE, originally with iOS 10.?, and no backup. Tried to update with iTunes but iTunes had itself updated itself to iOS 13 and now iPhone is dead, just an Apple appears. How do I roll back iTunes so that I can reinstall iOS 10?

Well, here's where the problem got started. I had the Microsoft email app Outlook and suddenly it refused to let me log in. I read somewhere that Outlook was only supported under iOS 13 and I thought maybe Outlook had done an update to itself and now I needed to upgrade the iPhone to iOS 13 to get Outlook to work so I did an OTA update(dumb) before making a backup onto iTunes(stupid). Then the update didn't work and when I went to iTunes to restore it to iOS 10 iTunes had updated itself so that it only updated to iOS 13. I did the Intenet download and update to iOS 13 and the SE still didn't work. It just shows the Apple on the screen. It doesn't respond to any other button push to do the normal startup and login. That's why I was asking if there is a way to get iTunes rolled back so it will try to do an iOS 10 fresh install.
