How do I delete photos from iCloud

it says I’m out of space

You would delete them from your device. Since iCloud merely sync’s photos, deleting them on your device also deletes them in iCloud.

If you wish to keep those photos, then be sure to first transfer them somewhere for archival safe keeping (your computer’s hard drive, for example)
