I did a clean install of Catalina to an external Crucial MX500 SSD. Clean install, and works just fine with Mojave as primary boot drive in Late 2013 iMac. That external SSD is in a Vantec 2.5 inch drive enclosure (USB3.1 Gen 2), connected to a USB3.1 Gen 2 Inland 4-port (USBA) powered hub. Catalina flies.
