I understand that you are having an issue completing a purchase in the iTunes Store. You are getting an error message that "Your Purchase Could Not Be Completed". Typically that message also says "For assistance, contact iTunes Support at www.apple.com/support/itunes/ww/." That would be the direction to go for resolution. Even if that link wasn't provided in the error message iTunes Support at that link will be the place for assistance resolving this issue.
