Moving apps on iphone 8

Since the upgrade to 13.1 I cannot move apps. After touching and getting them to wiggle with the x in the corner I can drag them to where I want but then it doesn't drop there and stays wiggling. I have to press home button and the app goes back to where it started. Anybody else getting this. Tried switching off

How do you move iPhone apps when using iOS 12.3? The latest "upgrade" seems to have taken the ease of moving apps on your iPhone and made it more difficult. I am using an iPhone 8 Plus and pressing down on an app no longer puts all the app icons in motions and allows you to easily move apps forward, backward, up, or down. iPhone 8 & rearrange apps problem with iOS 13 Since iOS 13 update for my iPhone 8 I have problem for moving apps. When I press any app to move it and select rearrange apps and apps wiggle I move the app then app stuck on that place and not move. Check: Settings>Display&Brightness>Zoom = Standard (Normal)

and

Settings>Accessibility>Zoom = Off

When done, restart your device and test it again.

mine was set to ON so I did what you suggested and switched OFF and it has worked. Thanks very much
