In the past I had created a smart album using the criteria "Person includes" and "Person is not %" to find photos with unnamed faces.
But "Person is %" has stopped working after upgrading to catalina. Does anybody have an idea of how to isolate photos wit unnamed faces in them?

Have you tried leaving the field blank like this:
yes. It does not work. It still leaves photos with only named people on them. It should show only photos with unnamed faces on them
