Since I updated with the latest version I can’t seem to scroll down from top of screen to find “search” bar to find something on my ipad

Look at this screenshot. See where the green arrow is pointing. Anywhere in this general area except for over the Today View will work. You can even swipe down from the far right on the screen as long as it is not at the top which brings down the control center.
