Can a kid use an apple watch (series 3 or 5) with gps + cellular without a cell phone paired with it?
(Was told at cell phone store that you can unpair and use the native number attached to watch. Essentially use watch as free standing phone)

No. The Apple watch is not a stand alone device. It requires an iPhone to setup and use.
a watch will take on the same number as the iPhone it is paired with, so a all the paired watches would be getting your calls and your messages.

As far as I know you have to pair all Apple Watches with an iPhone. Once paired you can use the Cellular feature without having an iPhone with you as long as you pay for the cellular plan.
One enormous caveat is that LTE connectivity will suck the watch's battery dry very quickly. The watch shuts off LTE when in Bluetooth range of its host iPhone, which saves a lot of battery.
