I had to reinstall Mojave, and the feature in which all the icons on the desktop can be stacked into a neat little icon for storage, that icon is missing. How do I find it in prefs to turn this feature back on?

Are you talking about Stacks, if so click on your Desktop and then click on View on the menubar and select,
Use Stacks.
