IOS 13 not available for IPAD 6th Gen

I bought a brand new Ipad 6th gen, cannot see the software update for IOS 13. It says 12.4.1 is the latest. How do I update to IOS 13?

iOS for iPad is being re-branded as iPadOS.

iPadOS will be released on the 24th.
