I have a Ipad that is locked, does not appear in list and since it is locked up I cannot access itunes

I pad is locked up, connected to Itunes but does not appear in the list and since it is locked up I can't sign on to get it listed. Anyway to force IOS update

If you can’t update or restore your iPad
