I'm planning to upgrade from an iPhone 6 to a new 11. The 6 apparently won't run the new iOS 13, but presumably the 11 will be shipped with it.
Will I be able to transfer the data, or should I plan to configure the new one manually?

What you can’t do is to restore a backup from a device running a newer iOS onto a target device that is running an older iOS. You will be restoring a backup from an iOS 12 device to an iOS 13 device so you will be fine.
