Restrictions passcode

I have a 6s iPhone and am trying to set a different restrictions passcode than the passcode to unlock the phone. However when I go to settings screen time there is no option to change the restrictions passcode.

is there a setting to turn it off? Turn it off and then turn it back on to see if it will allow you to set it to a different number.
