Connect watch to a new phone without the old phone

How can I connect my Apple Watch to a new phone if my old phone (which was paired to the apple watch) is completely non functioning?

Unpair and erase your Apple Watch - Apple Support


Scroll down to the section on how to erase your Apple Watch. Once you have erased it you can then connect it to your new iPhone.
