How do I cancel an iCloud storage plan, $2.99 a month for an old phone. We upgraded phones same numbers....

You have to downgrade the storage on your own. Your iCloud storage is linked to your Apple ID, not to any one specific device. Just because you got rid of the phone doesn’t mean that your storage is gone.
