i just restored my new phone but my photos from icloud aren't downloading to my phone???

Did you go to Settings/Your Name/iCloud, sign in with the same Apple ID used to sync the photos to iCloud, and turn syncing on?
If necessary, try Settings/Your Name/iCloud and slide off Photos syncing. Wait a few minutes and then slide syncing on. Allow time for syncing to occur. The photos sync is very, very slow, so be patient,
