iCloud payment
You keep sending me emails saying there is a problem with collecting my monthly payment yet each month my account is debited showing you are collecting my fee. What is going on?

It's possible those emails may not be originating from Apple but serve as phishing emails.
In any case, try going to this link to check whether your payment options are all setup correctly -- https://support.apple.com/en-us/HT201266
