i forgot to back up my photos on icloud according to lack of icloud storage and all my photos that i saved in my fon are already gone. can i have them back please? :((

Photos should stay on your phone even if iCloud storage is saturated.
Was iCloud Photo Library activated on your phone? Were you using iCloud backup on the phone?
This can get complicated if we don't have the right information.
Log into iCloud.com in a web browser on a computer. Launch the Photos app and see if they are still there. It they ate, download them. If not, they are gone.
i deactivated the icloud photo library and i couldn’t get the right time to copy or transfer my photos from my fon into the pendrive.

Yes, if they are gone, there is nowhere from which they can be recovered.
