How do I allow certain people to call me while in Ringer Silent mode

Anyone can call you while you have the device on Mute. The only difference is that you will not get a ring, just a vibration if you have that activated.
I already had them as Add to Favorites, but didn’t get s vibration while Ringer was in Silent. Thank you
