Is it safe to buy used iPhone Xr? He will give me the box, and iPhone Xr. Is it possible that is it fake or how can I know if its fake or not. Can he report that it is stolen or lost so he can buy another Xr for cheaper price? Also how to know if its damage in the inside like it has been repaired by other people which is not certified by apple.

For me the most important thing is that's free of a an Apple ID. So I think when it welcomes you with "Hello" it should be ok. Just buy it with personal contact to the seller don't get it shipped anonymously or buy it from a known seller! I bought several iPhones/ iPads this way w/o any problems.

If you don't know the seller, be careful, especially when it comes to a fairly 'new' iPhone that is already being offered for sale.
The offered iPhone may have fallen off a truck. You also say that the seller cannot provide proof of purchase.

Also where is the LCI of Xr? I checked in https://support.apple.com/en-us/HT204104 and Xr is missing on the list.
What is a MDM profile? He told me he will send me government id’s. The price is like 80% off. Im not sure if it is safe. I checked the IMEI and it says the warranty is valid until Nov. 22, 2019.
If you're asking these questions, then don't buy it.
