Move items to your Mac and remove them from iCloud Drive
Then you can delete the iMovie file from www.icloud.com and it will also deleted from iCloud Drive , but it's secured and saved in downloads folder .

Thanks, but I don't think that is helpful.
I have the file on my Mac's hard drive and do not wish that particular file (movie) to go to the cloud. I know there is a way of creating a folder on desktop that will be named in such a way that it does not go to iCloud. Can't find that info right now.
