I have macOS Mojave (10.14.5) on a MacBook Pro (Mid 2012) and I don't seem to have the underlined (in black) option in Preview. I'm up to date with the software updates and I'm wondering why I do not have the draw option in my Preview app.
Just tried that, and it doesn't work.
I just read this in the tool description in the link you provided:
"This tool appears only on computers with a Force Touch trackpad."

It should work:

If clicking on Draw then clicking on your Preview image does not draw, it may be wonky preferences.
Quit Preview.
From your Finder "Go" menu > "Go to folder" then copy & paste this file path:
~/Library/Preferences/com.apple.Preview.plist
Click Go.
Delete the plist file.
Launch Preview.
Did you have a graphics tablet attached during that screen shot, or had recently used Preview to scan? None of my Mojave 10.14.6 Preview installations have that depicted second "draw" icon on the markup bar other than sketch.
