I just added my daughter to family sharing and we can’t dowoad any apps. It’ says to contact Apple support which I am doing now

No you aren't, you are posting on a user forum and talking to fellow users. To contact iTunes Support as instructed to do : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
