I bought this phone on 8/2018 at ebay.
This phone works with ATT.
However, this phone doesn't work with other sim card like UK sim card.
This phone is still locked with Japanase telecom company after checking with apple support.
I checked with ebay seller saying that unfortunately this device cannot be unlocked. It can only be used with AT&T and it's daughter companies.
How can I unlock this phone for other sim card ?

You need to contact whichever phone company it is locked with and see if you qualify to unlock it. If the seller sold it as an unlocked iPhone you need to contact them and get your money back or complain to eBay.
ATT says that this phone is not locked with ATT.
So, I contacted apple.
Apple does not unlock phones.
Only the cellular carriers unlock phones.
You said it was locked to a Japanese carrier, contact them.
Go to settings>general>about>carrier - what is listed there?
