I understand that you need the iPAD to be running iOS 11 or higher to be able to use a Word editing program.
My ipad mini is now running on 9.3.5
Do I have any (ideally free) options for being able to create and edit a Word document on my iPad?

I would suggest you start looking in the iOS App Store for other 3rd party word processing apps/text editor apps that still support iOS 9.
They may offer a way to save/export to a MS word .doc/.rtf/.txt or PDF format that Word on another computer or device maybe able to read.
Most will, probably NOT be free.

This is all I was able to find.
There aren't many popular third party word processing/text editor apps that support iOS 9 or earlier, any longer.
Older iPads have been unsupported by Apple well over 3 years, ago.
