You cannot.


iCloud Storage is in iCloud, i.e an Apple server somewhere in a bunker.


iCloud storage is not meant as an addition or complement to your phone's physical storage.


iCloud is a syncing service. So anything stored in iCloud by virtue of how its designed must also exist on a physical device and take up space.


Having 200GB of iCloud storage does not mean you can have 200GB of storage on your iPhone.
