Dark mode does not reflect in system preferences

Has anyone had the issue wherein every other aspect of the Mac will turn to dark mode except system preferences? After downloading Nightowl, deleting night owl, reinstalling and deleting night owl, checking safe mode, and reinstalling macOS Mojave, I'm still having the issue. Any ideas? Thanks!

There's a setting in NightOwl to force apps including System Preferences to always be Light. Uncheck it.
