If I have an Apple Watch without cellular can I come into an Apple store and set up the cellular?

If you have a GPS only model Apple Watch, it would not have a cellular radio to enable.
If if you have a cellular model, but need to activate it, then you need to talk to your iPhone cellular carrier, assuming your carrier supports the Apple Watch. Not all do.
