Apple Pay services currently unavailable for all cards

I’ve opened a support case with engineers but figured I ask the community as well. I updated to iOS 13 (full restore as there is no profile) and tried to add Apple Cash Card as well as some credit cards to no avail. I assumed it was a beta bug. I reversed that and went back to iOS 12.2.1 (stable release) with a full restore and set up as new iPhone. The issue is still present. It’s not a credit institution problem as I was able to add all cards to Apple Pay on my iPad Pro (2nd gen).


I’ve tried every trick in the book and so did Apple support. Does anybody think it my be hardware causing the problem?

Took the device to the Apple Store. They ran diagnostics and found that the secure element was faulty and replaced the device.
