If you tries to unpair your watch and it is still asking for a passcode the unpairing and erase was not completed successfully. Use the second method in If you forgot your Apple Watch passcode - Apple Support to erase again direct from the watch. Note the requirement for charger power, or it will not offer the Erase option.
