Animoji
So on the software update for IOS 12.3.1, it talks about features of Animoji and Memoji, would it be possible to get those features on a iPhone 8 Plus older device with iOS 12.3.1.

Thanks for using the Apple Support Communities.
Unfortunately, Animoji and Memoji features are only available on the iPhone X or later or, iPad Pro 11-inch or iPad Pro 12.9-inch (3rd generation) due to hardware requirements.
There are some third party applications available on App Store similar to Animoji and Memoji. You can do some research and give them a try.
