I have to update my expired payment but after signing into my Apple ID and payments add new payment it states no— why?? The card was compromised and I got it replaced and now I cannot update it for my iCloud storage.

Same here, It won't let me change my default payment method, remove it, or add another method. It's incredibly frustrating.
