The subject line is the question. I want to transfer my downloads and other files from an external hdd to my new MacBook Pro. I'm a total newbie. Steps?

If it's a TIme Machine backup then plug it into your new Mac when you first boot it up. After a few screens of information you'll be prompted to Migrate. Choose to Migrate from a Time Machine volume. That's it.
If it's not a TIme Machine backup just drag the files to your new hard drive under your User Name/Documents. UserName/Downloads
