What symptom are you seeing? What is your fear?

I suggest you change your thinking:
You have mentioned a "Settings app". Do not think of Settings as an App. Think of it as a governance tool.
You cannot add "Settings" to Control Center.
But again, perhaps you have a more specific, more narrow objective in mind in which case we may be able to help further.

It is an app that is shipped along with ios. Since it is shipped along with ios doesnt mean that it is not an app.
Whatever controls you use on top of an os is an app.
